Rear bumper upgrade attempt

Has anyone ever had trouble trying to remove from what I can gather, something called a reinforcement mount that’s located on the back of your Jeep Wrangler? I have a 2020 JL, finally able to upgrade the factory plastic to a solid steel. But I am unable to get the new rear bumper bolted on because with this reinforcement mount bracket there it’s not lining up right.
I’ve tried a few things and right now it’s not moving.
Ideas?

Is yours an XR? I don’t think they had that until ‘21 though. Mine didn’t have that. Try an impact, or try to heat the bolt with a propane torch.

My 24 did not have that??? Or it came off so easy I dont remember.

I bought my 23 XR with plastic bumpers knowing I would upgrade. When I installed the rear ARB bumper I trimmed that plate back to about 1/2” in width. That means the tab on the passenger side was cut off completely and on mine the tab on the drivers side sat lower and didn’t cause any interference so I left it there. Looking back on it I’m not sure why I didn’t cut both tabs off. And not sure why my cut is so raggedy before anyone asks.

You have to access the bolt from behind the frame to remove it. The nut your breakover bar is on does not spin, it's tack welded to the brace.

You don't really need to remove it, just grind off the ears as Terry says. But I removed the trailer hitch as well, so I just removed the whole plate.

Man is that plastic bumper a piece of crap. I don't think there is 10-lbs total of material in it.. Below is a photo of all the parts that make up the plastic bumper.

I haven't taken my rear bumper off yet, so I may be completely off here, but aren't those nuts welded? There should be a bolt on the backside of the bumper.
