I just purchased a 2020 Unlimited Sport with the 24L package. I doubt it will see anything off-road other than a few rough gravel roads with 2 low water creek crossings. Since it is my wife's daily driver. With the 24L package it came with the black 18" wheels and the Bridgestone HT tires. Since I will not be off-roading or lifting the Jeep are the HTs decent in the snow? Should I look for a used set to run in the winter. We don't get a lot of snow but last few winters we have had a couple of 8 to 12 inchers.

Id say if your driving in snow for a good portion of the year then get some AT tires. I have seen too many jeeps with highway tires stuck in snow in the grand canyon in Arizona one November

Might get lucky and find someone selling some Rubicon take-offs (wheels & tires) here on the site, the BFG K02s are an A/T tread that are snow rated. Sometimes you can get a crazy good deal on a set. Keep in mind they are a 17" wheel though so you'd need the wheel & tire set.

Is there any issues with speedo or shifting with dropping down to 17" I have the 850RE auto transmission

The Rubicon tires are about 32.5" tall and a bit wider, so your speedometer will be about 3% off, so you'll be going 3-3.5% faster than the speedometer shows you're going. I went to a 33.3" tall tire and have the V6 w/ 8AT, the only real difference is you won't use 8th gear as often, and your gas mileage will get a bit worse. IMO it's a good trade-off & here's a couple threads w/ more specific info on them
