can i install an new drive shaft now in the stock JL Rubicon without adding any other parts, then it is ready when i have the cash to do the suspension upgrade?

Wait until you have decided and installed your lift and other items so you can order one that is properly measured.

38" tires for now, after some power upgrades and gear change might go to 40"

probably going with this lift

That’s a nice CO setup, you can get the step down without the adjustable pressure, you won’t need that. Other than that once you have that installed and all your accessories then you can look at driveshafts. However I would run the stock until they break.
