Does anyone know what these brackets are for?

Ok so I was given a bumper off gladiator and didn’t end up using it. But I think the guy gave me these brackets and he gave me the steel skid plate. Fast forward a couple years I bought a used steel bumper and was given the bumper and plate but no bracket. So I have these brackets and I put the threaded inserts in the frame and was going to bolt the skid plate on but there is no threaded insert on the bracket. So I think I got the wrong ones for a wrangler skid plate. I found the ones to order. Just was wonder what these brackets are for?

I believe these are the brackets for the OEM steel skid plate that goes with the steel bumper.

Would I need an insert in the bottom of the bracket to mount the skid plate to it?

Yeah there are "nutserts" that go with it.

I think I got it figured out. I did put the nutserts on the side frame. I put the brackets on then used one of those clip nuts around the second hole. Everything bolted right up. Thanks for help!
