Brake dust inside wheels?

I swapped my wheels/tires to Gladiator Rubicon takeoffs a few months ago. My Jeep is often dirty so I don't know if this was there already or if it happened after the swap.
Inside the two front wheels (only the front ones), I can see a ring of what looks like brake dust or sand. It stops suddenly where the rotor is. Any ideas of what could be causing this? Why only in the front? Thanks!
