2019 had similar snow pack as this year, maybe not even as much. Black Bear did not open until mid/late August. Imogene late July.
In some cases, it takes the public to try, then report on whether a pass is open or not. You can spend hours on a trail only to find a very short section (eg a 100 yards) at the top still snow covered. That happened to us on Stony Pass one year, coming in from the east, and a detour to Kite Lake. Too dangerous to try and cross at the pass, very slick on a steep ledge. Had to turn around. But still a good day!
