37s KO2 vs Toyo

I have 37in KO2 All Terrain tires on a 17x9 wheel.

Shown in this image is an unmounted Toyo MT 37x13.5x17.

The specs call for this to be approx 0.5inches taller, but as seen, they are much taller.

I am assuming that the fact it is not mounted and under weight is accounting for the remaining difference.

Is this assumption correct?

BFGs run smaller than the competition size for size. I would chalk the remaining difference up to that and the fact that the starting tread depth is a good bit larger on the Toyo MTs than on your typical AT even when new.
