2019 Wrangler Sahara JLU start stop problem

2.0 Etorque engine. So we have had this vehicle in the shop for about a month due to the start stop engaging at a stop (engine turns off), when the engine turns back on while still at a stop to blow ac into the cabin to cool it, there is no ac, just warm air. As soon as you let off the brake, even at idle speed, the ac comes back full force. The dealership escalated the problem all the way to a tech advisor (engineer). I guess the guy comes out and says it’s normal operation. So why does the engine turn back on if it’s not going to cool the cabin? Interesting enough the dealership claims the only other vehicle that did this was another 2.0 etorque. I don’t believe the engine was designed to stop blowing cold air infinitely unless your driving. Also, my 2018 JLU Rubicon doesn’t do this.
