fix?

My brother in law dropped the hardtop weight on the side of the jeep and it looks like it scrapped off the clear coat. When I apply water, the white powder goes away but comes back in like 3 seconds. Would the products in the photos resolve this?

I noticed today when washing and waxing, one of my hood scoops is shaking loose but still intact and in place...just wiggles around way more than the other scoop, which is just fine. Any ideas how to fix this or anyone experiencing this??? Thanks,
