@JeepCares I will report this to the dealer when I get an opportunity but there are several of us here reporting the same problem. I was wondering if you could weigh in on whether there is a TSB or something for this issue. It does not sound like anyone with an 8.4 radio has this feature working.
Hi Snayte,
I checked to see if there are any software updates that may apply to this concern and I do not see any at this time but I will go ahead and pass this information up to the appropriate team in order to have this looked into further.

I have the 8.4, and I know mine works, but it is very subtle compared to the overall road noises, so It is often unnoticeable, especially with the windows open.
Yeah, I mucked with my speed sensitive setting while driving 45+ yesterday and noted there IS a difference, but but as you said it's very subtle.

Still not impressed that the NAV guidance volume setting isn't saved though...

Mine's ok. 2018 7". #2 setting is very subtle. # 3 is much louder.

Hmm, my NAV voice over saved, but you have to adjust it WHILE she is talking.

There is a setting somewhere that turns off voice guidance. I did that. I don't need another woman telling me how to drive, LOL.

Tried that today, no joy she was immediately back at 15 when I restarted.
I have a similar issue with the default Siri volume in my 2019 JLU. After starting up in the morning, the first time I use Siri - she’s at 20 even though my radio volume is normally between 10-12. I lose a few more decibels of hearing capacity...adjust it while she is taking and all is well until I power down and get back in the vehicle next time. Then back to 20 she goes!

I have the 8.4 also. It does work but it is subtle. I keep mine on 2.
