I've done that math before, and I can assure you, it is FAR more complicated than you think.

Remember, if a doctor makes a mistake, one person may die. If a Civil Engineer makes a mistake, thousands of people may die.

1) Cement is a component of concrete...you need aggregate (sand and some small rocks) to make it concrete, which gives you the strength.
2) Concrete must be placed in lifts (phases) to avoid too much heat of hydration - curing is an exothermic process. If curing concrete gets too hot, it will never attain its full strength, and may fail prematurely.
3) You need to set up a coffer dam up and downstream of your dam, lest it be washed away as you pour it.

don't need to be licensed to know concrete and its abilities

don't need a license to obtain knowledge and experience

You do need a license to get through planning , zoning , city , county and state requirements

and of coarse there's the money factor

My point was more that a licensed engineer should know all about concrete, and should have the experience necessary to effectively design a dam. If they're a dam engineer, anyway.
