Can’t you just swap the brackets

No you cant. They steel bumper lights have the bracket built in and it's a two screw set up. The plastic led is a four screw bracket and you can get an adapter but adapter doesn't work the other way. I have a bestop bumper and they fit the mopar plastic bumper lights but not the LEDs from the steel bumper. Checked with bestop and quadratec to see if an adopter is available and no dice.

It depends on the bumper. Does your bumper support the two hole config. Take a look at the pictures you can see the mounting points.

Great timing! I just swapped from the plastic to the steel bumper. Mine are from my 2020 and in great condition.

They fit my aftermarket bumper but as was posted, the pattern of the bracket is what’s more relevant.

I have a led fog light for plastic bumper that came from Rubicon and I upgraded to steel bumper and have to buy the kit to fit on my steel bumper. I'm here in Bayarea. I don't mind swapping.
