I live in downtown Toronto, have no heated garage, or home charger, I use public chargers, I drive mostly electric all year including winter, if I had a 120v outlet at home, I would be able to do more electric, if the weather is crappy I just run the gas engine.
Under 0C expect the range to drop, and drop significantly if using the heater or defroster, usually if I have to use the heater I take the opportunity to run the gas engine, but I'm always charging.
My 4xe sleeps in an underground garage.
It all boils down to what are you expecting.
The 4xe is not a BEV, you should expect to run the gas engine regularly just for the sake of maintaining it.

Get a block heater.

I don't see what motor you have. I have always lived in cold winter areas and never had a heated garage. I have used block heaters religiously. On my JLURD, it was an option which I got. The factory engine block heater option has indeed been absent for at least two model years now. Aftermarket options are available for your consideration.

I wouldn't worry about it - you're in Toronto. Soon enough, someone will take your wrangler so you don't have to deal with it.
