Why make a bumper with no license plate holder?

I am sure if they actually thought that Jeep owners (although a wild and crazy idea) might actually take their Jeep on the road would need a rear license plate holder on those aftermarket bumpers.

Am I missing something here??

There are several other options (Artec, ACE, LoD, etc.). The factory location was poor and often results in a destroyed license plate from off-road activity.

pretty much all the relocation kits fix one of the problems that the oem bumpers have is that plastic junky corner bracket. So they plan on you moving it to just behind your spare.
