It should be there. Of course you could cut it off but why worry.

They are called "flag nuts" and can be found several places on our Wranglers.

Don't cut them, they are flag nuts as stated above. Its if you want to loosen the bolt the nut does not move.

They are there for ease of assembly on the line with only a driving tool to save time. Easy to access for repairs with a second wrench on nut in frame. Cut mine off because they drove me “nuts” - pun intended.
