What is the highest safe RPM in first gear (for a few seconds) when on a steep incline with manual transmission? Up to 4000 - 4200 considered safe in some situations for a few seconds or will it be considered red lining? (Assume oil as reached optimal temperature)

Tomorrow, when your vehicle is up to temperature, drive your wrangler in first gear all the way to redline. It will hit a rev limiter around 6.5k rpms. That is the maximum speed your motor will rev at a safe limit. Of course, you don’t want to drive around for any distance bouncing off the rev limiter.

Your dash will fly a warning. I think it says something like 'unable to shift into 1st gear at this time'. Don't remember exactly. I've seen it on occasion.
