Looks Like it had just hit the ground and was going up. I would say that bumper saved some lives .

The first pic is just before it bounced. (The blur that looks left of the jeep)
The second is impact
The third, you can see the biggest part of the tire flying over the guy taking the video (grey spot upper right.

In a situation like this the person videoing could have gotten next to it “same speed” and nudged it off the road. However this would take a skilled driver and not being in a car. I’m glad everyone was okay, Jeep is shot.
