looks like the dealer bought them new slapped some lipstick on it and up charging through the roof for them

I didn’t even notice they just have 20 miles on them. Wouldn’t they still be considered new if they were never officially purchased by anyone?

Generally if the vehicle has not been titled yet and under a certain amount of miles in some states, it can be considered new.

What I suspect is they are offering them as "used" as a financing trick since used car loans can be had a higher percentage above market pricing vs. new loan pricing at MSRP. Basically you have a harder time financing the dealer aftermarket add on's new than if offered as used.
