Trails get closed because idiots elect politicians who are more than eager to close them based on the actions of a small subsegment of people, or politicians that allow them to be closed by unelected government bureaucrats. "Public Lands" has no meaning anymore as we slide down the path of complete government control over every minute of our lives. It always cracks me up when people vote and then bitch because they got exactly what they voted for.
Classic case of what you just said. Here in California back in 1992 Dianne Feinstein said she would not do anything to close the desert. As soon as she got in she introduced and passed the California desert protection act which effectively closed nearly 90% of California's desert. Until we, the off road community get our act together, lands and trails will be closed.
