...Police use the version you posted to cool the torso, when wearing a bullet proof vest. I know plenty who use these. Try wearing a vest In 105-110 degree days, then walk around outside, wrestle, or chase someone.
Most officers still wear their ballistic vests under the uniform shirt. On humid, 95+ degree days, once you get your core temperature up and start sweating under that vest (usually the first call of the shift), it is very hard to cool back down, much less dry out under that thing. The vest is a heck of an insulator. Heated steering wheel? Heated grips and/or heated gloves and/or purpose-built handguards (I use all three).
Heated seats? Heated saddle.
Heated jacket (via dashboard vent)? Electric liners; this being what I currently wear.
