Stock skid plate bolt just spinning

Hello....getting ready to install a full belly metalcloak skid plate. I'm trying to take off the stock plates, but one of the bolts going into the frame is just spinning. It came down about 1/4 of an inch, but now it's not coming out further. Anyone run into this issue? I've tried putting pressure on the bolt pulling it down as I try to loosen it, but no luck either.

I had that happen while trying to install a bolt while installing a belly pan. There is what looks like a giant pem nut inside the frame rail that came loose. I cut the bolt and retrieved the back part with some of those flexible grabber things. A local jeeper was kind enough to weld up a flag nut for me to replace it with.

I cut the bolt and retrieved the back part with some of those flexible grabber things. A local jeeper was kind enough to weld up a flag nut for me to replace it with.
So if I cut the head off, I should be able to push the full nut and the rest of the bolt into the frame? Then find someone to weld a nut back in? Was it just a tack weld from the outside?

I wonder if I cut the head off, if I can get someone to just tack weld the current nut into place and then use vice grips or something to get the bolt out.

I had to fish out the part in the rail through the larger hole to the right. This is the one that spun for me:

This is an extra one he made me, I bent the handle into a z shape:

There are so many random holes in the frame, how bad would it be to take a hole saw and cut a hole to access the top of it?
