Mine did it as well when it was new. The dealer has to replace your gear box. The gears inside are bad and bind up. Well I didnt have any power issues you had. Could be battery related. But my steering would bind up on me when i was turning. It locked up on a mountain road. Not fun. My dealer flashed the pcm did everything to check out pump/electronics. Gear box turned out to have broken gears.

But why do all the lights come on when idling at a traffic light if it is just a gear box?

That part i dont know. Yours could be electronic issue, if the elctronics for some reason stop your pump isnt going to work and steering will be very difficult. I hope they figure it out cuz i feel for ya thats a scary situation when it doesnt turn lol
