Steel bumper group - plates question

Those of you with the steel bumper group, did your dealership need to drill into your bumper to mount your front and rear plates?

There is a plastic filler in the front of the bumper that covers the winch opening where, where the front license plate holder is mounted using self-tapping screws. The rear bumper is made with rear license plate mounting.

I told them not to install the front plate holder, put an after market one on after I picked the jeep up. Mounted using existing bolts on from the bumper/skid plate.

I had the original but switched to this one as well when I added my winch. Love it.
