I fit the rugrats in back, and this ridiculous bungee cord constantly pulls the seatbelt behind the booster seat! Can someone tell me why I need it before I cut it out?!?

You don't need it. It has not safety, or legal function. It is only there as a convenience, to keep the buckle in place. If it's doing the opposite by pulling the buckle behind the booster, you can remove it without issues.

FWIW, you shouldn't need to cut it. It looks like it's looped over itself so you should be able to stretch it over to unloop it.

Lol, thanks. The post was lighthearted, but unless there’s some kickass need for that bungee that I don’t know about, it’s gone. Haha.
