Rusty's Winch Plate Question

Can anyone that has purchased a Rusty's winch plate either confirm or deny whether the winch plate comes with the fairlead mounting plate for the JL steel bumper. It shows the installation in the instruction manual on Quadratec's website but nowhere is it listed as included. I also can't seem to find it as a separate part number either leaving me confused.

It comes with it. Had everything I need to mount my winch.
