I'd be inclined to think you have a pinched/broken wire somewhere. Most likely a temperature sensor wire. I've seen this happen in class 8 equipment, and your case is indicative of those situations.
Keep in mind that electronic engine systems are designed to protect themselves first and foremost. They will literally not allow the operator to blow up the engine.
Having said that, a pinched temperature sensor wire will provide enough signal to tell the system that the sensor is there, but not enough signal to tell the system what the temperature actually is. In the absence of a null where the temperature is concerned the fan will run full on regardless of what the actual engine temperature is.
When it finally does get a signal, likely through vibration movement, the system will note that the engine temperature is low and slow down or stop the fan. If it takes a while to get another signal, the engine could be overheating and the fan goes back to full on. The cycle is likely taking place over and over, ad infinitude.
Look closely where the installer zip-tied the winch cables to the wiring harness. My guess is that is where you will find your problem, inside the wiring harness loom.

(Catching up on posts since I typed this ... rebooting will do nothing for you, and there are no fuses in sensor circuits)

UPDATE:
the shop verified the wiring. they also had a comparable JL there they monitored along with mine. both trucks showed the same engine temps with maybe a 2* difference. so i guess this is normal temp readings for my setup.

This thread is actually very funny, glad you figured out that 220 is a perfectly normal temp for this engine. The only thing that changed is your mind.

It's like people staring up at the sky at UFO's that are really just cell towers blinking. After a few years, these sorts of threads just repeat. It is all in good fun.

For info, the thermostat opens at 194F, so that is bare minimum temp.
