Rugged Ridge Hinge reinforcement Bracket Kit question.....

Anyone have any first hand knowledge of this setup? It looks nice but in reading the instructions it says to remove the right hand side tire bumper (it is in the way of the main bracket) from the tailgate. No where does it mention replacing it, is it OK to just run it like that with only one bumper? In fact what exactly is the purpose of the bumpers assuming the wheel is securely mounted and tightened to the carrier?
