Rear bumper swap

Can the rear bumper SKINS, plastic for steel, be swapped out without all the brackets and bolts being swapped out too?

Looking to sell my steel bumper, but I lost one of the brackets and wondering if I need to purchase a new one before I sell it.

Sell it but disclose it see it you can figure out the Mopar part number for the part miss and see if it is used in both bumper styles and gauge the discount to apply to the sale if not interchangeable
