So with most aftermarket bumpers you lose the stock plate location, and I am personally not a big fan of putting it up on the spare tire. Unfortunately with many bumpers, you don't have much of a choice. Forum members have used LoD plate holder although it is specifically for LoD bumper, but can work with any steel bumper with modification, others have fabricated their own, not difficult if you have a angle grinder, press and can bend steel plate. If you don't want to pay for LoD bracket (~$80), or want to fab yourself, I present you another solution, all the materials can be acquired from Amazon, and final cost is around $30~$50 depends on the choice of components.
First, you need a base to connect license plate to your bumper, I used a license plate led light bracket, the original purpose of this bracket is to be sandwiched between license plate and frame so you can mount lights on it. Well if we put it upside down, it is a perfect base to mount on the bumper, and attach license plate on it. Here is what I used, but you can find alternatives on eBay for cheaper. You can mount them to the corner of your bumper using 3/8 or 1/2 bolts and nuts, just make sure you measure the location, so the bracket will not block your tailgate.

Next, you need lights to be legal in most states. You can either use light bolts, which runs about $8-$10 on Amazon,

Or you can use other lights attach to license plate, all these require simple split wires, and you can also split them to your stock bumper light wiring connector, so it is easier to remove in the future.
Or you can spend a little bit more to use Quadratec no split kit, which is plug and play.

As far as I know this is the only plug and play kit, everything else needs split. Kind of pricey since it is just a Deutsch connector. Also Quadratec one is not pure black, so if you are looking for an all black solution, you have to paint it.
Next you need bolts to secure your license plate to the mount, I used 1/4 black oxide bolts and nuts. I strongly suggest to get some sort of license plate frame so the corner of your license plate will not be a hazard, something like this:
