So it's a been few months since this noise has been goin off everytime I start the engine and I don't know what it could be I'm thinking it could be the starter or maybe even the timing chain but that's probably rubbish I've searched for this sound problem and some say it's because the oil won't stay at the top of the engine so the engine brings up pressure and after the initial start up the sound goes away in 3 to 4 seconds. I just wanted some insight from you guys and if any of you know a fix to this I was considering throwing in some Lucas but still not there yet.

Here's this YouTube short link for reference of sound.

I like your oil comment... but check your water pump. See if the fan has some play in it from the bearings... Just an idea.

Sounds like the lifters are taking a second to pump back up. Try some Motul hydraulic lifter care.(that does help quite them down) How many miles are you going on a oil change?
