It is correct that the tail running lights would only be on if the headlights are on, just like your rig.

Tow vehicle headlights off, turn signal or brake on, does nothing for the Jeep with it connected.

I had that harness on my old JK and it also had to have the coach headlights on to work properly. The reason was because the 7 pin on my coach side didnt have a dedicated 12 volt supply available so the installer bridged the headlights feed to where 12 volt was supposed to be provided. That provided 12 volt to the apprpriate pin, but only when the coach headlights were on.I reached out directly to one of the other forum members who has the harness installed, and he said the tow vehicle does NOT need its headlights on for it to work properly. So, it looks like my installation is not 100%. Will review it on the 26th when I have more time.
