I saw numerous threads on painting the black hardtop body-color, but what about the black fenders? Can those be painted body color afterwards by a body shop? I found my unicorn JL and it has everything I want except body-color fenders. Personally, I love a black hardtop but I want the fenders to match the body color. Thanks all!

A body shop could do it. I worked around auto body for a while. I did a set of flares on a pickup once. I wet sanded the plastic smooth then used a plastic adhesion promoter from 3m. You also need to use a specific primer for plastic that works along with the adhesion promoter. I would not attempt to do this with spray cans. The correct spray gun and technique will make or break the final finish.

The shop I went to refused, because the textured fenders would release vapors in the heat and cause the paint to bubble?

Yes, my body shop said the same: unpainted fenders that have been used would have to be free of Armor All or 303; those chemicals penetrate the plastic and make painting impossible.

However, I found a set of smooth, factory-painted takeoff fenders for my Commando Green JK; my body shop was able to sand them down and repaint them without issue.

Does anyone know if the plastic in rubicon and sahara texture fenders have different plastic allowing it to be painted without bubbling?

Dude, how many threads are you going to post this question to?
I didn't want to start an entire thread just for that question so I searched for similar threads.

Black is matching with any color. So just do it, if you like it.
