Non-steel front bumper skid plate?

I plan on installing an aftermarket steel front bumper. So I am not ordering the Rubicon steel bumper set.
Does the non-steel front bumper come with a skid plate? If so, is the skid plate just a plastic air dam or is it the same steel skid plate which comes with a steel bumper?

I believe it's plastic unless you get the steel bumper group
