The rates are brutal this is a fact. I am a finance manager at a dealership. I would shop your local credit unions. We have about 8 different local credit unions in our area that we use. Two of these credit unions have barely raised their rates YET. Hope this helps.

They have competitive rates. I've used both and slightly prefer Capital One's app for payments/statements/etc.
