I’ve had both Expedition Gear shelves in for almost a year now, and they’re super solid. When I took this pic I was more interested in the clearance from the roof to the upper shelf, but I just measured it again and from the floor to the lip on the bottom shelf is 20 1/4”. The shelf is adjustable, and I have it set to the lowest point. I don’t know how your XG bags attach. Hopefully this helps.

I'm pleased with my AAL shelf. No rattles except for "Stuff" insided the Pack-outs. I use the numerous places for tie-downs. I sometimes carry a 1500 Jackery along with some of the other "Stuff" with no effect from the weight. The Travelpro Roller bag is one that is 18" wide.

Every time I see a setup like this, I just know the one thing I'd really need would be in a bottom box, towards the back of the shelf.

@RicRecon do you happen to have any pics of your setup? Do you also happen to know the space you have underneath your Expedition Cargo shelf? I cannot find info on how much space it has below it.
Below are photos I just took. Rack is in highest position and 33” clearance from normal cargo floor. 26.5” to top of my box. My fridge is 18” high so I mount it on a slide and have to pull out to open. Can’t recall if I installed the bags first or the rack. But I’ve removed the bags several times to do things and easy to reinstall.

Nice setup. I’ve thought about the extra shelf and this is the first I’ve seen a photo of one installed.

I installed the XG Cargo Gama Adventure bags and after considering the options, I narrowed down between the XG Cargo platform and the AAL Mass Cargo Shelf. Ultimately, I chose AAL because it attached to the side roll bar vs. with the roof bolts.

The pics show the shelf at its highest and there is 18.5 inches between the bottom and rear floor. Easy access to the XG bags.

My kids got me a Hooke Road rear cargo rack, for Christmas. Went to test fit it today, and unfortunately it will not work with my XG Cargo Gamma bags. That said, I am now looking for something that will work with the cargo bags (as I really like them and want to keep them). I do have a few absolute requirements that the shelf/rack would need to meet:
1. Must work with the XG Cargo bags
2. Must have enough room, underneath, to easily stow a Yeti cooler and Yeti bucket. I coach my son’s baseball team and getting the bucket in and out, easily, is an absolute necessity.
3. Must not rattle.

I have found a few that I think might work, and am hoping for some input from those of you who might have them:
1. Hooke Road Interior Cargo Shelf (a little unsure about this, as it only has 18” of space underneath).
2. Expedition Gear Cargo Shelf (I really like this; however, I cannot find definitive info on the underneath space…but, pics make it appear as though it is >18”).
3. American Adventure Lab JLU M.A.S.S. Cargo Shelf (looks really nice…but, pricey).
4. XG Cargo Platform A (looks really nice & is designed to work with the bags…but, the most pricey of all the options).
I had the hooke road one on a prior rig, got rid of it due to a rattle/squeek. You're option for number 4 looks promising except you will have to remove the shelf if you ever take the top off.

On my current rig, I have the AAL shelf and its great, besides the price but still no regrets.

I had the Hooke Road cargo shelf like you have linked - it rattled bad.
I upgraded to the MASS shelf and it is rock solid. It is pricey, but it's real quality and made in the USA. That matters to some.
