Mopar Steel Rear bumper plate relocation

Hi all.

I have a 19 JL with the steel bumpers. I was looking to do a license plate relocation with the removal of the spare on the tailgate. Is there a kit or a filler that can be installed at the license plate opening on the bumper? I don't really want to replace the bumper and wouldn't mind a cheaper alternative than to replace the bumper.

I know it's not cheap (and I don't know if it comes in steel), but it is an alternative OEM rear bumper that could probably be modified to look good without a license plate.
