I looked into this and it has to do with the country that the APO address is in. Each country has their own rules and regulations with contests. Even though the APO address is technically a US address unfortunately have to abide by the country's rules.

Well I really do appreciate you looking into this Hailey.

I'm currently in Germany which has more rules than you can imagine. So if there's a place that would take issue with a non-citizen scoring a prize from his home country, this would be it.
