Loud White noise coming from speakers

So, this is either a new issue or an existing issue but i just noticed it since i had my radio off. I am getting white noise when the jeep is on and radio is on mute. When i turn the wheel the noise gets louder and quieter. I checked with my dealer and he pulled my vin and i don't have the active noise cancellation for my jeep so i don't know how i am getting white noise.
