Looking for bumper/winch that will fit Quake LED foglights

From the research I've done so far the bumpers all say they will only fit "factory-style LED replacements from a non-Rubicon model".
Anyone know of steel bumpers that will accommodate both a winch and the Quake LED fog lights ?
I really like the halo fogs from Quake.

Did you have to modify anything to install the fog lights ? the sole review for it says they had to modify or buy a new bracket ??

I had my local shop install the bumper and lights so I couldn't tell you
