It has a couple holes but they are directly above the frame with no room for a bolt under. Bar mount probably the best option for this one. Or could drill in the area circled should work.

OEM Steel Bumper with Warn Zeon 10S on a Rugged Ridge Mounting Plate. Not a lot of information out there on this mounting plate. No drilling was necessary and it cleared my Rubicon swaybar motor without issue. To avoid drilling the lower brackets all you have to do it loosen the skid plate and the bottom bolts go right into the stock locations.
