The line load off the winch will always be restricted by the winch capability. In rough numbers, with a 9500lb winch, the line leaving the winch is restricted to 9500lbs. When the line goes through a snatch block the load on the line remains at 9500lb. If you redirect the hook end of the line back to the Jeep, then there is a 9500lb pull on the winch end and a 9500lb pull on the hook end ... a net of 19,000lb on the Jeep. The winch line never sees more than 9500lb.

I'll add that the anchor point for your snatch block (pulley block) and the snatch block itself will see the 19,000lb load on them (if using 9.5K winch), so anyone making a double line pull make sure your equipment is up to par.
