JL steel bumper winch

It has nothing to do with rustys plate, it has to do with the space inside the bumper. I guess you could cut out some of the top of the bumper to make more room?

If a plate is made to sit lower, wouldn't it have less sticking out through the top and therefore need less clearance on the width if more is under the top of the bumper?

Anyone know if the plastic “close out panel” from the JK hard rock bumpers will fit the new JL steel bumpers? I like how it says rubicon, the new JL ones are blank. Thanks
