Not sure what the question really is from that post, yes they're running the stock fenders and needed to add a little bumpstop to keep it from rubbing. Anything you modify from stock you should fully flex it out and set bumps and limits to get things set up to your liking and keep things safe.

Fenders arent chopped off
Rubbing fender liners are the main issue so wondering when its chopped off Will it make any difference with no lift
I didn't start chopping my Rubi fenders until I had my 1st setup. 35's and a true 2" lift. Without the lower half of the fender, you'll gain about 3.5" of clearance, regardless of lift or no lift. And 2-2.5" with chopped rears.

With the right offset (+25mm) on your wheels you don’t need to chop the fenders to fit 35s on stock suspension. AEV wheels have the perfect offset & backspacing (5.72”). I’m running the AEV pintler wheels and tires are 315/70r17 KO2. I haven’t rubbed at all, when flexed the wheels tuck the tire nicely into the inner fender that is a couple inches higher than the lowest point of the outer fender. That being said not all 35s are the same size, so a 35 with beefier tread may rub at full flex but only slightly if at all. Most people who say 35s rub on stock suspension are running a negative offset and the tires can’t tuck into the inner fender because the wheels force them to stick out too far.
