I just transferred mine to Arkansas. I guess since it was a transfer, it went pretty easy peasy. I did have to go to the local sheriff's office to get electronically printed...at least the cop that done it was way cool and we talked about people we both knew. It is a small world...especially when you return to your childhood home.
Its a renewal yes. Different Sheriff so maybe that has something to do with it. I feel like I'm applying for a secret clearance again.

Like you said, new sheriff probably had something to do with it. Arkansas uses the State Police to check and issue the licenses. Missouri used the County Sheriff.
When I got mine 10 years ago, I just showed the sheriff's office my DD214 and handed them a check for $50. As of last year Iowa is permitless carry.
