The taco analogy helps (I may have actually seen this here at some point)...I think if you live within the neighboring counties of a storm where a tornado COULD form you get the warning.
I remember when I was a kid that was called a "Tornado Watch" and you only got "Tornado Warning" when a Tornado was no shit forming and setting down.

Yes, in the olden days, one had to have been spotted for it to be a warning. Nowadays, they'll call a warning if there is something on the radar that meets certain criteria that is likely to be a tornado.
Same here. We moved to Cincinnati when I was in the 7th grade. I remember my sister and I sitting on the front steps when the tornado sirens when off. I've been in many storms. Right out of college I was working in the Circuit City headquarters in Richmond when a twister took off the roof and it was raining on my computer.And looking at the Radar right now there's a big red cloud over Holly...

When I was a low-teen living in SE CT and Hurricane Belle (it was a mild one by today's standards) blew through, I thought it was the coolest thing ever.I've been in many storms.
