Is this normal? Rotor seems has friction

Never done any brake job, but just found that it seems a bit friction when I rotate it.

You aren't just spinning the brakes.

Brakes are made for friction.

I'd be worried if it didn't happen.

The calipers do not have a purposeful retraction mechanism, the system depends on the rotor to more or less force the brake pads off of and away from the braking surface when the hydraulic pressure in the system is reduced by removing your foot from the brake pedal. The inertia of the vehicle is much more effective at this then the force you may apply with your hand.

The situation is not ideal but it has worked well for several decades and has not proven to be a problem.

Appears perfect to me. Replaced seemingly countless brakes and that is absolutely normal.
