Is the factory tire carrier rated to hold a 35” tire?

Jeep says that the Rubicon will accommodate 35” tires with no mods, I assume this includes the tire carrier too, correct?

True. I assume they mean a 35” tire mounted on the factory 17” wheel.

Anything bigger than that would be pushing it.
For example a 35x12.50r 20 or 22 would be a lot heavier than a 35 mounted on a 17” wheel.

I have mine on there with no problems, but I will be getting a tire carrier reinforcement kit for sure. I have 35x12.5x17 on the back.

I have 35s with 18" Wheels with zero problems. Also the weight seems about the same as the factory wheels and tires. I have also seen new Jeeps at Dealerships with 37s and no mods or reinforcements

The issue isn't so much the tire as it is the wheel. A wheel that has a higher backspacing will create more leverage, and will no longer contact the bumpstops...and start to jiggle...that jiggling is what causes tailgate damage. Make sure your tire is touching the isolators (you may need to modify them) and you shouldn't have an issue. Having said that, I personally don't want to run an oversized spare on my Jeep, so I will get getting a bumper mounted carrier. I don't want a 100lbs of dead weight bolted to what is essentially, sheetmetal....thicker sheetmetal but still sheetmetal.

with my 4.5 backspacing on my 17x9 wheels with 37x12.5 Nitto Ridge Grapplers, those are just a bit too short for a snug fit. I ended up using 1.25in OD rubber disposal hose tubing as a union between two sets of tailgate bump stops. I cut the mounting nub off of one of the two tailgate bump stops and it works perfectly. Here is a picture...
