Installing Wet Okole seat covers - question

I am in the process of installing Wet Okole seat covers. and having a problem with the seat cushion install. I am trying to undo the "loose change" flaps on the bottoms of the seat backs. They are held in place underneath by two elastic bands which loop over some sort of metal projection under the seat. They seem to be locked in place at the metal tab. Has anybody done this? Hopefully I don't have to remove the seat from the vehicle to gain access. (heated seats with lots of wires under).
