I just installed mine on my 21, what seems to be the issue?

did you notch, or remove the rear plastic shield from the instructions?

Yes i put the bracket on, but the bracket seems to be so close to the frame, where i can't slide the mud flap on. It's like my side bumper covers where the bracket is..is that makes sense? I'm thinking i have to try to put the mud flap on at an angle.

Yes, it is a pain.

first, i would HIGHLY suggest you make some cuts on the plastic shield and reinstall it. First cut off the lower corner that blocks those bolts. Next, cut a notch in the side so that the top of the mud flap can go all the way to the corner of the jeep body.

reinstall the plastic shield.

last, install the bolts through the mudflap bracket, and then through the existing mount.

install the bolts loosely. Install the mud flap on the mounting bracket.

NOW, you can tighten the bolts.

be aware it is a b!tch to get the rear mud flaps on & off at first, but it gets easier.

i also installed a set of these to help protect the pinch seam.

Hopefully my description is not too cryptic.
