Most of the paint blistering issues seem to be on aluminum body parts and in areas where it looks like water wasn't baked out long enough in the curing oven. The use of water based paints on aluminum is likely the challenge. With steel, makers had their processes pretty well matured, using a galvanize dip on the bare steel prevented water based paints from corroding under the paint. Aluminum is a not as familiar a material for the industry to work with.
